On August 17, 2026, Xi’an Jiaotong‑Liverpool University (XJTLU) was officially accredited as a Technology and Innovation Support Center (TISC) by the China National Intellectual Property Administration (CNIPA), following the issuance of the Notice on Approving the Official Operation of the Second‑phase TISC (Document No. Guo Zhi Fa Fu〔2026〕103). A total of 100 institutions received approval in this phase.
The TISC program, co‑promoted by WIPO and CNIPA, aims to strengthen technical information retrieval and innovation capacity among IP users and innovation‑driven organizations.
XJTLU commenced its TISC preparatory work in February 2024 and passed the acceptance review in April 2025. Its Intellectual Property Information Service Center now provides a wide range of services—including patent search, monitoring, analysis, industrial navigation, novelty search, citation verification, consultation, training, and data services—with a focus on biomedicine, nanotechnology, and artificial intelligence. The Center serves government agencies, enterprises, universities, and research institutions in the local area.
Looking ahead, the Center will continue to improve its service systems and expand its IP analysis and training offerings, aligning with both the University’s academic priorities and regional innovation needs. It will also strengthen the integration of IP information services with teaching, research, and practical innovation, in full compliance with the relevant CNIPA guidelines.
