I. Main Progress of IPR Work in 2024

The year 2024 marks the 75th anniversary of the founding of New China, and is also a key year for realizing the goals and tasks of the 14th Five-Year Plan. Over the past year, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, the national intellectual property system has thoroughly studied and implemented the spirit of the 20th National Congress of the CPC and the Second and Third Plenums of the 20th CPC Central Committee, earnestly carried out General Secretary Xi Jinping's important directives on intellectual property rights, and the decision-making and deployment of the CPC Central Committee and the State Council, and profoundly realized the decisive significance of the “Two Establishments”. The Party has also been working hard to realize the decisive significance of the “two establishments”, enhance the “four consciousnesses”, firm up the “four self-confidence” and achieve the “two safeguards”, carry out the study and education on Party discipline, deepen the reform in the field of intellectual property, and promote the steady progress and high-quality development of the intellectual property cause. The cause of intellectual property rights to make progress in a stable manner, high-quality development, the successful completion of the annual objectives and tasks, the construction of a strong intellectual property rights country to take new and solid steps.

1). Implementing the decision-making and deployment of the CPC Central Committee and the State Council in a solid and powerful manner.

Firstly, we have effectively grasped the implementation of the “first issue” system and the “first matter” handling. We promptly conveyed and studied the latest important speeches and instructions of General Secretary Xi Jinping, strictly implemented desktop management, and formed a closed loop to ensure the implementation of every item and the realization of every effect. The second is to study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee. We have earnestly implemented the various deployments of the Plenary Session on intellectual property, formulated task lists, and promoted reforms. We will actively implement the new central financial authority in the field of intellectual property and do a good job in the related work. Thirdly, we have pushed forward the implementation of the Outline for Building a Strong Country with Intellectual Property Rights and the 14th Five-Year Plan. A number of indicators were completed ahead of schedule, and some of them were better than expected, laying a solid foundation for the high-quality completion of the objectives and tasks of the 14th Five-Year Plan this year. We have started the preparation of the Tenth Five-Year Plan and strengthened the guidance on the preparation of local plans. Fourthly, we have been promoting the construction of a strong intellectual property province at a high level. We have supported Hunan, Sichuan, Liaoning and other places in building strong intellectual property provinces according to local conditions, approved a number of new pilot demonstration cities for the construction of strong national intellectual property cities, and selected a number of model enterprises for patent industrialization, so as to create a strategic fulcrum for the construction of a strong intellectual property country.

2). The protection of intellectual property system has been continuously strengthened.

Firstly, we have pushed forward the formulation and revision of laws and regulations. We cooperated with the Ministry of Justice to promote a new round of revision of the Trademark Law. The draft amendment to the Regulations for the Protection of Layout Designs of Integrated Circuits was open for public consultation, and the Measures for Administrative Adjudication and Mediation of Patent Disputes and other departmental regulations were formulated and revised. It thoroughly publicized and implemented the newly amended Implementing Rules of the Patent Law and the Patent Examination Guidelines, and issued the Guidelines for Patent Applications for Artificial Intelligence-related Inventions. It also issued the Implementation Plan for the Unified Recognition System for Geographical Indications, realizing the “five unifications” of acceptance, examination, recognition, marking and supervision. Secondly, the work on data intellectual property rights was promoted in an orderly manner. It has drafted and formed a basic system document on data intellectual property rights at the national level, carried out in-depth local pilots, and introduced data intellectual property rights registration methods in 17 places such as Shanghai and Zhejiang, issued more than 22,000 certificates, and successfully applied them in judicial adjudication, asset listing, and other scenarios. Third, the construction of local intellectual property laws and regulations has been continuously strengthened. Jilin, Hubei, Guangxi and other places promulgated comprehensive IPR regulations, and Henan issued regulations on patent promotion and protection.

3). The quality and efficiency of intellectual property examination have been continuously improved.

First, the examination cycle has been continuously reduced. The average examination cycle for invention patents has been shortened to 15.5 months, and the average examination cycle for trademark registrations has stabilized at 4 months, both reaching the fastest international level under the same examination system. Substantial progress has been made in the application of multimodal large model technology in patent examination. Second, the quality of examination has been steadily improved. The accuracy rate of invention patent examination and closure reached 95.2%. The passing rate of trademark examination, opposition and review sampling reached over 97%. The examination of utility models obviously not having creativity and designs obviously differentiated has been implemented on the ground. Thirdly, the quantity and quality of intellectual property rights have increased. The effective number of domestic invention patents reached 4.756 million, becoming the first country in the world to exceed 4 million, and the number of applications for PCT international patents, Madrid International Trademarks, and Hague Designs ranked among the world's top. The effective number of invention patents for strategic emerging industries reached 1.349 million, up 15.7% year-on-year. Fourthly, the source management of application quality has been continuously strengthened. The government procurement standards for patent and trademark agency services have been formulated, highlighting the quality orientation. Deepening the “Blue Sky” special rectification action in the agency industry, the industry environment continues to improve.

4) Accelerating the release of the benefits of intellectual property utilization.

First, it has comprehensively promoted special actions for the transformation and utilization of patents. It has played the role of an inter-ministerial promotion mechanism, coordinated the introduction of more than 50 support policies by various departments, and formed a synergy of efforts. In conjunction with the Ministry of Education and other seven departments, it has guided the completion of the inventory and value analysis of 1.349 million patents in more than 2,700 colleges and universities and scientific research institutes across the country, formed a resource database of transformable patents, and organized accurate docking with 450,000 enterprises to make good matches and push them forward. In conjunction with the Ministry of Industry and Information Technology and other departments, we have implemented the Patent Industrialization Plan for the Growth of Small and Medium-sized Enterprises, and introduced a series of initiatives to strengthen the intellectual property chain and increase efficiency in key industries. The number of patent transfer licenses filed for the year reached 613,000, up 29.9% year-on-year; among them, the number of patent transfer licenses filed for colleges and universities and scientific research institutes reached 76,000, up 39.1% year-on-year.1 The added value of the patent-intensive industries nationwide in 2023 reached RMB 16.87 trillion yuan and accounted for 13.04% of the GDP, an increase of 0.44% over the previous year.2 The number of patent transfer licenses filed for the year was 610,000, up 29.9% year-on-year. -November the total import and export of intellectual property royalties nationwide reached 356.41 billion yuan, up 6.6% year-on-year. Secondly, the market-oriented operation mechanism of intellectual property rights has been continuously improved. It has promoted the construction of an IPR operation platform system in a coordinated manner, and supported the organization of cross-regional patent transformation docking activities in various places. It comprehensively pushed forward the implementation of the patent open licensing system, with more than 15,000 patents openly licensed. The Ministry of Science and Technology, the Ministry of Finance and other five departments jointly implemented a patent declaration system for financially-funded research projects, with 256,000 patents declared. Jiangsu guided enterprises to lay out high-value patent portfolios, Hunan to establish a major scientific and technological innovation patent navigation mechanism, Jiangxi to implement the intellectual property rights commissioner system. Third, accelerating the construction of trademark brands and the development of geographical indications industry. Continuously promoting the trademark and brand value enhancement plan, the World Intellectual Property Organization report shows that among the top 5,000 brands in the world, China's brand value reaches 1.76 trillion U.S. dollars, ranking second in the world. In-depth implementation of the geographic indications utilization promotion project, with the direct output value of geographic indications products exceeding 960 billion yuan. Inner Mongolia, Guizhou, Yunnan, Tibet, Gansu, Qinghai and the Xinjiang Production and Construction Corps have actively cultivated and strengthened the geographical indication industry and promoted the development of local specialty economy.

5) Intellectual property protection has continued to increase.

First, the intellectual property protection system has been improved. In conjunction with the Central Propaganda Department and other eight departments, it issued an implementation plan for the construction project of the intellectual property protection system. It consolidated and optimized the assessment of intellectual property protection. It launched the construction of the second batch of national intellectual property protection demonstration zones. The number of state-level intellectual property protection centers and rapid rights protection centers reached 124. The number of IP dispute mediation organizations under the guidance and management of the whole system reached 2,230, and nearly 140,000 mediation cases were accepted throughout the year. Social satisfaction with intellectual property protection rose to 82.36 points, a new high. Secondly, the administrative protection was intensified. The pilot project of standardized construction of patent administrative adjudication in cities and counties was launched. The whole system handled 72,000 administrative cases of patent infringement disputes. Developed and issued the “Trademark Administrative Law Enforcement Evidence Regulations” and “Trademark Infringement Cases Illegal Business Amount Calculation Methods”, and trademark law enforcement has become more standardized. In-depth implementation of geographical indications protection project, high standard construction of 123 national geographical indications protection demonstration zones. Third, it has strengthened collaborative protection. Together with the Ministry of Justice, it has issued opinions on strengthening the protection of intellectual property rights under the rule of law; together with the General Administration of Market Supervision, it has strengthened credit supervision in the field of intellectual property rights; together with the Ministry of Commerce, it has strengthened the management of the transfer of patents in the context of technological exports; and together with the Supreme People's Court and other departments, it has notified and commended the collectives and individuals who have made outstanding achievements in intellectual property protection. Fourthly, it continued to enhance its ability to provide guidance on overseas IP disputes. The number of new sub-centers for guidance on overseas IPR disputes has increased to 33, bringing the total number of sub-centers to 80, and the total number of disputes guided by the sub-centers has reached 2,393. Beijing, Tianjin and Hebei have cooperated in combating various types of cross-regional infringement and illegal acts, Heilongjiang has strengthened intellectual property protection for the Asian Winter Games, Anhui has issued the “Guide for the Protection of Intellectual Property Rights in Live E-commerce”, Xinjiang has realized the full coverage of intellectual property rights protection assistance in cities and states, Shandong has successfully resolved a number of overseas intellectual property disputes, and Fujian and Ningxia have set up the mechanism of intellectual property rights exchanges and cooperation between Fujian and Ningxia.

6) Public services for intellectual property have been continuously optimized.

First, we have done a good job in building a business environment for intellectual property. The State Council completed the tasks related to business environment innovation pilot projects at a high standard. Second, it has optimized intellectual property service standards. It carried out pilot projects for the standardization of IP public services in 34 cities, and revised the Guide to IP Governmental Service Matters. State-level IP public service organizations have provided services for more than 1.45 million times throughout the year, and the number of trademark business acceptance windows has increased to 367, making it more convenient to handle business. Third, promoting the opening and sharing of intellectual property data. The IP data resource list and classification standards have been released, the types of open data have been expanded to 60 types, 28 patent thematic databases for key industries have been built, and the construction of independently controlled domestic IP databases has been strongly supported. In cooperation with the World Intellectual Property Organization, 151 technology and innovation support centers have been set up to serve domestic innovation and development based on global patent information resources. It has completed the construction of the National Intellectual Property Protection Information Platform, aggregated more than 400 basic data, effectively opened up data barriers, and realized the basic functions of the IPR big data center and public service platform. Shanxi established the “Intellectual Property Benefiting Enterprises Through Train”, Chongqing launched the digitization of “Intellectual Property Online” governmental services, and Hainan realized the “full-caliber” comprehensive services of intellectual property.

7) Deepening and expanding international cooperation in intellectual property.

First, it has been actively integrated into the overall diplomatic situation of the country. General Secretary Xi Jinping witnessed the signing of the Sino-Arab (UAE) IP cooperation agreement, Premier Li Qiang witnessed the signing of the Sino-Singaporean and Sino-Italian IP cooperation agreements, the Sino-French and Sino-Australian IP cooperation agreements were included in the foreign affairs outcomes of the leaders, and the China-Japan-South Korea Leaders' Meeting issued a joint statement of the three countries' 10-year vision on IP cooperation. The Third Belt and Road High-Level Meeting on Intellectual Property was held with high specifications, and Vice Premier Ding Xuexiang attended and delivered a speech, and a series of new cooperation projects were reached at the meeting. Secondly, we are deeply involved in global intellectual property governance. Promoting the successful conclusion of the WIPO Treaty on Intellectual Property, Genetic Resources and Related Traditional Knowledge and the Riyadh Design Law Treaty, in which WIPO played a key constructive role and was highly evaluated by all parties. Organized activities to commemorate the 30th anniversary of China's accession to the Patent Cooperation Treaty (PCT). China's ranking in the latest Global Innovation Index Report 2024 released by the World Intellectual Property Organization (WIPO) improved to 11th place, with a cumulative improvement of 24 places since the 18th National Congress of the Party, making China one of the fastest progressing countries in the world. The number of the world's top 100 science and technology clusters has reached 26, ranking first among all countries for two consecutive years. Thirdly, we have deepened multi- and bilateral cooperation on intellectual property. We successfully organized meetings of the Directors General of China-EU, China-U.S., China-U.K., China-France, China-Japan-Korea, etc., and signed 39 new cooperation agreements with relevant parties. We have also participated in China-US-EU-Japan-Korea, China-ASEAN, China-Africa and other institutionalized cooperation. Promoting the upgrading and expansion of intellectual property cooperation among BRICS countries. Continuously made preparations for the entry into force of the second batch of product lists under the China-EU Agreement on Geographical Indications. The Patent Prosecution Highway (PPH) cooperation network covered 84 countries. Fourthly, we supported local organizations to carry out external exchanges on IPR. The 21st Shanghai International Forum on Intellectual Property was successfully held, the first local tour for IP officials in China was held in Zhejiang, and support was given to Guangdong, Hainan, Shaanxi and Sichuan to carry out high-level international cooperation and exchanges on IP.

8) The foundation for the development of intellectual property has been further strengthened.

First, vigorously promote the cultivation of high-end talents. Supported Beijing, Shanghai and Guangdong, Hong Kong and Macao Bay Area in building intellectual property talents' highlands. Jointly with the Ministry of Justice, it strengthened the cultivation of foreign-related IP talents. Established the Fifth National Advisory Committee of Intellectual Property Experts. Organized activities to commemorate the 40th anniversary of the founding of the China Intellectual Property Research Society. Provided guidance to a number of provinces in issuing evaluation standards for IP professional titles. The size of the IP talent pool has exceeded 900,000 people. Secondly, it has continued to strengthen intellectual property education. It has jointly launched the construction of an innovation base for collaborative cultivation of intellectual property talents with the Ministry of Education, promoted the establishment of master's degree authorization points in intellectual property by 27 universities, and jointly established the International Intellectual Property Institute with Tsinghua University. Thirdly, it has continuously stepped up efforts to publicize intellectual property. It innovatively organized the 2024 National Intellectual Property Awareness Week, held monthly routine press conferences with high quality, and held local press release tours in Henan and Shaanxi for IPR to help the rise of the central region and the development of the western region, respectively, so that the press and publicity work became more grounded and effective.

In 2024, the National Intellectual Property System, in accordance with the unified deployment of the CPC Central Committee, continued to consolidate and expand the achievements of thematic education, and solidly carried out study and education on Party discipline, so as to promote compliance with and enforcement of discipline by learning and understanding the discipline. Continuously promote the remediation of formalism for the grassroots to reduce the burden, and achieved obvious results. The Party Group of the State Intellectual Property Office accepted the regular inspection by the central government, and made serious rectification of the problems pointed out by the inspection; the Third Supervision and Inspection Office of the State Supervision Commission of the Central Commission for Discipline Inspection and the Discipline Inspection and Supervision Group of the State Supervision Commission of the People's Republic of China in the General Administration of Market Supervision stayed close to the supervision and followed up the instruction, and did a lot of fruitful work, which provided strong disciplinary safeguard for the high-quality development of the cause of intellectual property rights, and the various local bureaus gave strong support.

Over the past year, the party committees and governments of provinces (autonomous regions and municipalities directly under the central government) have attached more importance to intellectual property work, and the standing committees of the party committees or executive meetings of the governments have specially listened to reports on intellectual property work, researched and issued intellectual property policies and documents, strengthened the macro-integration, and increased the inputs, which have vigorously promoted the development of the cause of intellectual property.

II. Second, do a good job of intellectual property work in 2025

The general idea of intellectual property work in 2025 is to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, fully implement the spirit of the 20th CPC National Congress and the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee, deeply implement the important instructions of General Secretary Xi Jinping and the decision-making and deployment of the CPC Central Committee and the State Council, and, in accordance with the requirements of the Central Economic Work Conference, adhere to the general tone of seeking progress while maintaining a steady growth, and further promote the reform of intellectual property field. It has completed the objectives and tasks of the 14th Five-Year Plan with high quality, planned the development of the 15th Five-Year Plan with high standard, endeavored to build a world-class intellectual property governance system, institutional rules, cultural environment, and human resources, and pushed forward the creation of high-quality intellectual property with greater efforts, It will strive to build a world-class intellectual property governance system, institutional rules, cultural environment and human resources, and make greater efforts to promote high-quality creation, high-efficiency application, high-standard protection, high-quality services and high-level international cooperation in intellectual property rights, so as to better support and safeguard high-level innovation and high-quality development, and to provide strong services for the modernization of China.

1) Strive to implement the major decisions and deployments of the Central Government.

First, we will adhere to and strengthen the overall leadership of the Party in the cause of intellectual property. The Party will continue to grasp the implementation of the “first issue” system and the “first matter” handling, and ensure that the important instructions of General Secretary Xi Jinping will be implemented without fail and see practical results. We will conscientiously implement the deployment of the Third Plenary Session of the 20th CPC Central Committee, and accelerate the establishment of an efficient comprehensive management system for intellectual property rights. We will do a good job in rectifying the central inspection and effectively solve the deep-rooted contradictions and problems in the field of intellectual property. Secondly, the 14th Five-Year Plan will be finalized with high quality. We will continue to work hard on the implementation of the Outline for the Construction of a Powerful Country with Intellectual Property Rights and the 14th Five-Year Plan, give full play to the mechanism of the inter-ministerial joint conference, issue annual promotion plans, and do a good job of summarizing and evaluating the 14th Five-Year Plan, so as to ensure that the first stage goals of the Outline for the Construction of a Powerful Country with Intellectual Property Rights and the 14th Five-Year Plan will be completed in high quality. To ensure the completion of the first phase of the program for building a strong intellectual property nation and the tasks of the 14th Five-Year Plan with high quality. It is necessary to take “one policy for one province” as a handhold, deepen the construction of strong intellectual property provinces, increase the guidance and support for intellectual property work in the northeast and western regions, and promote the coordinated development of regional intellectual property rights. Thirdly, we should plan the development of the Tenth Five-Year Plan in a high standard. On the premise of “drawing a blueprint to the end” of the Outline for the Construction of a Strong Country with Intellectual Property Rights, we should seriously do a good job in the preparation of the Tenth Five-Year Plan for Intellectual Property Rights, and put forward the strategic objectives and ideas for the development of the cause of intellectual property rights during the period of the Tenth Five-Year Plan. The study will put forward the strategic objectives, ideas, tasks and initiatives for the development of the cause, so as to lay a solid foundation for the realization of a good start of the Tenth Five-Year Plan. Each region should grasp the implementation of the program and plan according to local conditions, and do a good job in the preparation of local intellectual property rights in the “Tenth Five-Year Plan”.

2) Efforts will be made to improve the protection of intellectual property rights under the rule of law.

First, to grasp the key areas of legislative amendments. It will accelerate the revision of the Trademark Law and Regulations for the Protection of Layout Designs of Integrated Circuits, conduct in-depth study on special legislation on geographical indications, and organize activities to commemorate the 40th anniversary of the implementation of the Patent Law. Secondly, we will actively improve departmental regulations. It will carry out the regularized revision of the Patent Examination Guidelines, improve the application of the principle of good faith, and improve the patent examination standards for new industries in new fields. Third, accelerating the construction of data intellectual property protection rules. It will promote the construction of a national data intellectual property rights registration platform, and introduce relevant policy documents to further promote the development, opening and circulation of data, and assist in the digital transformation and upgrading of industries. Each region should take into account its own actual situation, actively promote comprehensive legislation on intellectual property rights, vigorously carry out legal publicity on intellectual property rights, and create a favorable environment for the rule of law.

3) Efforts have been made to strengthen high-quality creation of intellectual property rights.

First, vigorously improving the quality of patent applications. It will promote the improvement of the quality-oriented index system and evaluation system, establish a pre-application assessment system centered on the analysis of industrialization prospects, and improve the quality of patent applications from the source. Improve the system of intellectual property rights to support the research and development of key core technologies, and promote the research and development of key core technologies and independent control. Secondly, we will continue to improve the quality and efficiency of examination. Strictly examine in accordance with the law and strictly control the authorization gate. Optimize the allocation of resources to meet the demand for review in key areas. Steadily promote the application of multi-modal large model technology in the review work, and enhance the intelligent level of review work. It will deepen the reform of trademark examination and signature mechanism, improve the quality assurance system, and put on-line a new generation of trademark examination system.

4) Efforts will be made to promote the efficient and effective utilization of intellectual property rights.

First, it will deeply implement the special action of patent transformation and utilization. It will continue to revitalize the stock, optimize the increment, summarize the experience and practice, and form a long-term mechanism. Deepen the reform of intellectual property rights and interests distribution, promote the establishment of due diligence exemption mechanism, and reduce the “worries” of the transformation of job invention patents. Deepen the implementation of patent open licensing system, give full play to the advantages of “one-to-many” licensing, improve the transformation efficiency, and promote more scientific and technological achievements from the laboratory to the industrial chain. The second is to promote the synergistic development of industrial intellectual property rights. We will push forward the construction of intellectual property innovation consortiums for key industries, patent pools in key fields and intellectual property operation centers, formulate and promulgate guidelines for collaborative work on standard essential patents policy, create a model for patent industrialization to promote the growth of small and medium-sized enterprises, and effectively play the role of intellectual property rights to strengthen the chain and increase efficiency. Thirdly, we will actively and steadily develop intellectual property finance. It will deepen departmental coordination, explore the construction of comprehensive pilot zones of intellectual property financial ecology in key areas, and promote the work of intellectual property pledge financing, securitization and insurance, so as to better help SMEs solve the problem of financing difficulties. Fourth, vigorously implement the trademark and brand strategy. It has further promoted the “Thousands of Enterprises and Hundred Cities” trademark and brand value enhancement action, strengthened the synergy between patent-intensive products and trademark and brand cultivation, and promoted the transformation of Chinese products into Chinese brands. Deepen the action of geographical indications to help the comprehensive revitalization of the countryside, and promote the creation of high-quality geographical indications products.

5) Efforts will be made to strengthen high-standard protection of intellectual property rights.

First, it will promote the establishment of an efficient working mechanism for the protection of foreign-related intellectual property rights, improve the guidance system for responding to overseas disputes, set up a number of new sub-centers for responding to overseas intellectual property disputes, and study and formulate guidelines for the examination of foreign transfers of patents in the context of technological exports, so as to effectively safeguard national security in the field of intellectual property rights. Secondly, we will vigorously implement the construction project of intellectual property protection system. We will build a national intellectual property protection demonstration zone. It will formulate high-quality policy documents to promote rapid and coordinated protection of intellectual property rights, study and issue guidelines for strengthening arbitration of intellectual property disputes, formulate guidelines for administrative adjudication and mediation of patent disputes, and formulate opinions on the implementation of the development of technical investigation officers. Third, deepening the reform of the management system of geographical indications. It will organize the implementation of a unified recognition system for geographical indications, strengthen capacity building for reviewing geographical indications, and promote the coordinated development of special protection of geographical indications and trademark protection. It will promote the construction of national demonstration zones for the protection of geographical indications at a high standard, and deeply implement the protection project of geographical indications.

6) Focus on building high-quality services for intellectual property.

Firstly, we will actively contribute to the construction of business environment. It has issued the Opinions on Further Optimizing the Business Environment in the Field of Intellectual Property, and launched a number of targeted reform initiatives. Second, we will continue to improve the public service system for intellectual property. It has deeply implemented the project of universal intellectual property public services, solidly promoted the pilot project of standardized construction of intellectual property public services, and comprehensively enhanced the effectiveness of the services. Promote the establishment of an intellectual property public service mechanism to support key core technology research in key areas. To establish and improve the system of “good and bad evaluation” of intellectual property government services. Improve the regularized communication mechanism with private enterprises and foreign-funded enterprises, and strive to solve the urgent, difficult and worrying problems of enterprises. Thirdly, it will further strengthen the open sharing and analysis and utilization of data. It will study and formulate the Guidelines for Analysis and Utilization of Intellectual Property Information. It will put the National Intellectual Property Protection Information Platform on line, build an independently controllable intellectual property database at a high standard, and explore and promote the construction of a national integrated intellectual property digital public service platform. 7) Efforts will be made to deepen high-level international cooperation in intellectual property.

We will participate in consultations in various fields under the framework of the World Intellectual Property Organization, and promote the formulation of international rules on intellectual property in new fields and new industries. Secondly, we will promote the “Belt and Road” intellectual property cooperation. We will implement the outcome of the Third Belt and Road High-level Meeting on Intellectual Property, continue to deepen cooperation with the co-construction countries, and vigorously serve the high-quality co-construction of the Belt and Road. We will organize the 2025 China-ASEAN Conference of Directors of Intellectual Property Offices, promote the improvement of the intellectual property cooperation mechanism among BRICS countries, and support the organization of the Second China-Central Asia Conference of Directors of Intellectual Property Offices. Third, we will continue to improve the layout of foreign cooperation. We will organize a series of meetings of the directors of the five IP offices of China, the United States, Europe, Japan and South Korea in 2025, co-organize activities commemorating the 40th anniversary of the cooperation between the two IP offices of China and Europe, and promote the entry into force of the second batch of product lists of the Agreement on Geographical Indications between China and Europe. Support localities to carry out high-level international cooperation and exchanges on intellectual property.

8) Efforts will be made to strengthen the foundation for the development of intellectual property.

First, strengthen the construction of cadres and talents. Increase the training of intellectual property administrators and managers, and build a high-quality professional cadre and talent team. Promote the construction of intellectual property degrees in colleges and universities, do a good job in building intellectual property colleges and collaborative training and innovation bases for talents, and vigorously cultivate internationalized talents such as foreign patent lawyers. Secondly, we will increase the publicity of intellectual property culture. It will organize activities such as the National Intellectual Property Publicity Week and World Intellectual Property Day, do a good job in publicizing the construction of a strong intellectual property country and the achievements of the 14th Five-Year Plan, build a press room for the intellectual property system, and build an international intellectual property dissemination center and a media center to further tell the story of China's intellectual property rights. Thirdly, it will give full play to the role of the Expert Advisory Committee and the Strategy Implementation Research Base, strengthen the research on major theoretical and practical issues in the field of intellectual property, and provide strong support for the preparation of the Tenth Five-Year Plan for Intellectual Property.
